PUBLIC SECTOR PAY
The Government's pay freeze for civil servants and employees covered by the independent pay review bodies left millions of workers without a pay rise in 2011. However, millions more were affected when it spread to local government groups outside the direct control of the Government. As a result, the XpertHR median basic pay award in the public sector in 2011 stands at nil.

Our review of public sector pay looks at all the key public sector bargaining arrangements during 2011. It also considers 2012 and beyond, examining topics including the two-year pay cap, regional pay proposals and the review of public service pensions.

The public sector pay freeze is set against awards in the private sector ticking up slightly. Our latest quarterly analysis of pay trends finds that pay awards in the three months ending 31 December 2011 stood at 2.5%, half a percentage point above the previous month's figure.
