 FOCUS ON TEMPORARY AGENCY WORK

Temporary agency work has become increasingly important to European and global economies, and is estimated to employ 3 million workers in Europe and 9 million worldwide. In recent years, it has developed rapidly in countries such as Germany, where it was once relatively uncommon. The regulation of agency work and industrial relations in the sector are developing alongside this growth, at both national and transnational levels.

We examine the content of the new EU Directive on temporary agency work, adopted in October, which must be implemented by the member states within three years. The Directive lays down the principle of equality in basic working and employment conditions between agency workers and the employees of the user companies to which they are assigned. It also provides for the review and possible lifting of national restrictions on the use of agency work, and covers matters such as agency workers’ representation and access to jobs, collective facilities and vocational training.

At global level, six of the world’s largest temporary work agencies signed an innovative agreement in November with Uni, representing worldwide unions in the sector. The accord creates a partnership between the signatories with the aim of achieving fair conditions for the temporary agency work industry and agency workers through global social dialogue.

Italy: Cgil holds strike against commerce sector agreement

The commerce (retail and wholesale) workers’ trade union affiliated to the Cgil confederation organised a one-day strike on 15 November 2008, protesting at a new industry-wide agreement signed by employers and the other main unions.

Poland: New early retirement scheme adopted

The upper house of the Polish parliament approved legislation on 20 November 2008, already passed by the lower house, that will cut the number of people entitled to retire early because of arduous working conditions from more than 1 million to around 250,000.
