International: Survey examines company flexibility and dialogue practices
A survey published in December 2009 examines flexibility practices and workplace social dialogue at more than 27,000 establishments across Europe, looking at issues such as working time, temporary employment, variable pay and employee representation.

France: Government assesses collective bargaining on older workers
In January 2010, the French Government assessed the progress of collective bargaining on promoting the employment of older workers. Employers and unions have been negotiating on this issue in response to legislation that imposes a fine on employers that are not covered by an agreement on older workers.

Ireland: Employment rights compliance under debate
The issue of enforcing compliance with employment law is topical in Ireland in early 2010, with legislation on the issue before Parliament. We look at the role and activities of the National Employment Rights Authority and at current debates on compliance.

The French Government is examining the initial impact of legislation promoting the employment of older workers, while the European Court of Justice has ruled that Germany’s system of age-based notice periods breaches EU law.

Other highlights include national minimum wage increases in France and Spain and plans in Ireland to grant exemptions from binding sectoral minimum pay rates to companies in difficulties.
